I don’t think the story arc was aimed to point an accusing finger at anyone for the events of 9/11. Though, the idea probably did come from conspiracy theories, or simply from the fact that most villains nowadays have the idea of creating a better world through excessive destruction and fear.

So, it probably wasn’t Kring saying “Bush blew up the towers… here’s proof!” It was more of a necessary plot point.

What makes you so certain that it is an allegory to 9/11 conspiracy theories rather than to the many documented false flag attacks other governments have provenly carried out on their own people?

The allegory to 9/11 is obvious, and the unification, political and motivational, caused by 9/11 is a fact.

The question is whether the attempt here is to mirror this mainstream reality and insert a fictitious, underlying plot of manipulation, or whether it’s to promote or at least reflect a school of thought in the minority that such a thing has already happened.

Considering the way things work in the business, I’d say it’s both, chiefly the former with a clever nod at the latter.
